Elevation and coastal exposure
18 operating plant sites sit within 3 km of the sea and 10 m of elevation, together 56 GW gross, 14% of the fleet by capacity. Elevation and coastal distance only; this is exposure, not a flood-risk assessment.
Elevation and distance to the sea are read from a 30 m terrain model against each site's own coordinate, not from a plant's flood design basis. A low, coastal reading says nothing about a plant's actual flood protection: seawalls, grade-raising and other post-Fukushima hardening at many of these sites are not represented here at all. Sites with only an approximate position are left out, since a terrain reading against the wrong point would be worse than none.
